Akatsi South District Assembly abandons HIPC projects worth over GH¢ 40,000 – 2015 Auditor General’s Report

The Akatsi South District Assembly has abandoned three Highly Indebted Poor Country (HIPC) projects valued at GH¢466,363.35.

The projects which were awarded by management of the District Assembly in 2005 were scheduled for completion in six months, but remained uncompleted till date.

According to the 2015 Report of the Auditor-General on the management and utilization of District Assemblies Common Fund and other statutory funds, the progress of the projects which are between 75% and 80% complete have been stifled by inadequate resources under the HIPC assistance and financial incapacitation of the contractors.

The audit report also cited the Akatsi South District Assembly among three others in the Volta Region which abandoned projects valued at GH¢2,793,836.38 at various stages of execution.

The report says projects valued at 2,639,302.96 were abandoned by the Akatsi South District Assembly, while Biakoye and Nkwanta North District Assemblies abandoned projects worth GH¢106,221.59 and GH¢48,311.83 respectively.

Inadequate funding, relocation of projects and unceremonious abrogation of contracts by contractors led to the projects being abandoned.

The report also opined that the annual award of contracts without recourse to realized funding also contributed to the stalemate.

To address their challenges, the Auditor General recommended management of the Assemblies put in place measures to enable the contractors complete the projects and hand them over to the Assembly for use.
