Rwanda seeks police help in enforcing ban against public smoking

The Rwandan Ministry of Health on Monday requested the national police and the regulator to help enforce the law that bans public smoking, as many public places don’t comply with it.

The Rwandan tobacco control law enacted in 2013 prohibits smoking in public areas, requiring proprietors of restaurants, hotels and other public places to designate smoking zones for smokers and clearly mark them as such.

However, the health ministry has noticed the law is yet to stop public smoking, it said in a statement.

“Most of the hotels, bars and restaurants have not complied with the tobacco control law,” said the ministry.

It reminded them to comply with the law, and to put visible signs warning smokers that smoking in public space in their premises is strictly prohibited.

The health ministry also warned of punitive measures against those breaching the law. The tobacco control law in Rwanda stipulates that offenders who smoke in public shall be liable upon conviction to a fine of between 10,000 Rwandan francs (about 11 U.S. dollars) to 50,000 Rwandan francs.

 In the capital city of Kigali, some patrons were found smoking freely in bars with warning signs. Some bar customers are reluctant to obey the law but as a businessperson one cannot force out a client over smoking, a bar owner who requested anonymity told Xinhua.
