Two Volta Region Assemblies make purchases worth GH¢51,427.00 from non-VAT registered suppliers

Two district assemblies in the Volta Region have procured goods and services worth GH¢51,427.00 from non –VAT registered entities without justification and as such avoided the payment of VAT revenue of GH¢9,002.54 to the State.

According to the 2015 Report of the Auditor-General on the management and utilization of District Assemblies Common Fund and other statutory funds, the act is in violation of Financial Administration Regulation 183(4) of L. I. 1802.

The district assemblies cited by the report for the act are Adaklu-Waya and Afadzato South.

According to the report, Adaklu-Waya District Assembly avoided a VAT component of GH¢2,894.52 after purchasing goods and services worth GH¢16,523.00 from non –VAT registered entities.

In the case of Afadzato South District Assembly, the VAT component it avoided after acquiring goods and services worth GH¢34,904.00 is GH¢ 6,108.02.

The report considers the anomaly a deliberate act by management as similar procurements had been done in accordance with the law.

For the avoidance of penalties, management has been urged by the Auditor General to strictly procure from only VAT registered persons or entities.

The report says failure to adhere to the law will result in sanctions being imposed on any official responsible for such impropriety.
